Shalom, When one is permitted to daven after a lot hashachar, when should they put on teffilin and when should the blessings be recited? (It seems ב”ה in ס’ נח ד”ה זמן ק”ש differs from ס’ נח ס”ק טז, but I must be missing something) Thank you

The Mishna Brura in 89:40 writes that both options are open, to wait to put on the tefillin until the zman of “mi sheyakir” or put on early and wait to make the brachos. From the Shaar Hatziyon’s reference there it seems that putting on early without bracha is only for one who will not have the time or opportunity to do so after psukei dzimra.
