Vaad Bayit During Shmittah

Dear Rabbonim,
If one owns or rents at apartment in a building which is largely non-orthodox but fully Jewish and he is required to pay fees to a Vaad, which then uses said fees to cultivate the environs of the building including planting flowers during Shemittah and other garden work, what is the most lenient opinion in regards to definition of upkeep that one can keep.

Answer:

It is permitted to perform labor during the Shmittah year for purposes of maintenance – all that is required to maintain the state of the plants and flowers as the are. However, it is not permitted to perform special labors to enhance the flowers etc. beyond their present condition, or to plant new flowers and plants.

You should ask the people responsible to adhere to these principles for the duration of the Shmittah year.
